If it's as simple as what you describe:

Range("C13").NumberFormat = Range("d13").NumberFormat & "0"

It would get tougher if your formatting were more like:
_($* #,##0.00_);_($* (#,##0.00);_($* "-"??_);_(@_)

The D13 cell might have 0.00 DP formatting, but I need C13 to be 0.000
based on D13's DP formatting.

The above just makes C13 the same as D13, IE 0.00 DP.
