Default Conditional Formatting Question


Hello.

In my spreadsheet, each row is a task that I have to keep track of. How
do I conditionally format each row so that if the "Production Date" is
= Today()+90 AND if "Last Action" IS NOT "Transition Approval

generated", the row will be colored red?

I know I can do this through Format: Condtional Formatting, and
selecting "Formula is"...but I don't know:

A) How to do the AND part of that evaluation
and
B) How to get that to apply to the whole spreadsheet without having to
rewrite the formula for each specific row.
