Try:
=SUMPRODUCT(--(A1:A366<=Today()),--(B1:B366))
You cannot use "whole" columns with SUMPRODUCT i.e. A:A is not allowed.
or
=SUMIF(A:A,"<=" & TODAY(),B:B)
