Default Prohibit users from modifying

The easiest way is to use sheet protection.

First, for any cells that you want the user to be able to modify, you
select Format - Cells... then choose the Protection tab, Uncheck the
box beside Locked, and hit OK.

Second, enable protection on the worksheet. Tools - Protection -
Protect Sheet... You'll get a popup wherein you can type a password.
At this point, any Locked cells can't be editted by your users, while
the Unlocked cells can be editted.
