Having now seen an example of your data it would appear that
concatination would work.

Insert a column between the criteria and the rates and enter the
formula
=CONCATINATE(A2,B2,C2,D2,E2,F2,G2)

copy this formula down your column and use this as the vlookup
criterion using FALSE to avoid sorting.
