I used a custom format of:

[3]0.00%;$0.00

and entered this to see this
1 $1.00
1.4 $1.40
2 $2.00
3 $3.00
4 400.00%
5 500.00%

But maybe you really meant:
[<1]0.00%;$0.00

and entered this to see this
.5 50.00%
.75 75.00%
1 $1.00
1.4 $1.40
2 $2.00
3 $3.00
4 $4.00
5 $5.00
