Default Conditional Formatting, Multiple Criteria

Change your Conditional Format from "Cell Value Is" to "Formula Is", then
enter this formula:

=OR(AND(F19J29,F19<K29,F21K31),AND(F19K29,F19<L 29,F21L31),AND(F19L29,F19<M29,F21N31),AND(F19M 29,F19<N29,F21O31),AND(F19N29,F21P31))

I think this accomplishes what you're looking for.
