Breakdown:
IF('Report Data'!F7:F65536=1) - this is the first range of data needing to
be reviewed

('Report Data'!R7:R65536=QL) - this is the second range

SUM('Report Data'!I1:I65536) - This should be the outcome. Summing what
matches with the two listed ranges above.

which is an array formula, it should be committed with Ctrl-Shift-Enter,

not
just Enter.
