The Menu Editor went out with Excel 95.

You can create Sub-Menus by dragging and dropping from
ToolsCustomizeCommandsMacros "Custom Menu Item".

Alternative is to create the sub menus on the fly with VBA code when the
workbook opens.

Note: some sites say for XL97, but same for 2003
