Under CF, select "Formula Is" and put:

=OR(C6="NB",C6="NS",C6="PE")

Press the "Format" button and choose red on the Pattern
tab.

Create a 2nd condition by pressing "Add" and use:

=OR(C6<"NB",C6<"NS",C6<"PE")

Select green on the Pattern tab.
