I can't seem to duplicate your problem.

Even on a 'sheet protected', WB, I can insert a template.

When the WB is protected, the 'Insert' option is grayed out.

On a 'shared' WB, an error message displays, denoting that the particular
command is not available.

Exactly what happens when you click "Insert"?
Are you automatically directed to the <Files <New folder, where you can
choose your template??
