Default COUNTIF using # ranges, and referencing 2 other columns

I know there has to be a way to do this but can't figure it out. Does this
look like something anyone can assist with!?

(early-late) Line Biz Unit
Col D Col G Col H
10 VOLUME IPG
80 VOLUME PSG
-160 VALUE IPG
20 VOLUME TSG

GOAL:
IF Col G = Value & Col H = IPG, count occurrences greater than 10 days,
count occrences between 5-10 days, etc. for each grouping.

COUNT numbers matching the below ranges (found in col D).

Early 10 days (10)
Early 5-10 days (4 & <11)
Early 3-4 days (2 & <5)
Early 1-2 days (0 & <3)
