=DATE(YR,Mth,1+7*Nth)-WEEKDAY(DATE(YR,Mth,8-DOW))
For the second Friday of Mar 2003:
YR= 2003
Mth= 3
DOW= 6 ' cause Sunday =1, Monday =2, ..., Saturday = 7
Nth= 2
When Nth=5, you need to do a test if the specific month has 5 DOW."
