Default Protected worksheet with unprotected cells i.c.w. remarks

I think when you protect it, you can uncheck the box for objects and this
will enable the users to insert comments (into both locked and unlocked
cells).

There may, however, be other objects on your worksheet that you don't want
to allow access to, so you should play with it a little and see this will
allow access to other things you don't want the user's to have access to.
