is (BA7<4,BB7<4.25) the "AND" or the "OR"?

Actually, it's both. The AND is an argument to the OR.

You explained this is what you wanted:

It allows for these 2 possible situations

BA7<4 and BB7<4.25

OR

BA7=1 and BB74.25
