Default Prevent users from changing the password

Is there a way to prevent users from changing the password
when they are re-protecting the workbook after they have made changes?

No but what do you mean 're-protecting'? They just have to do a quick
Ctrl-s to save not go through the whole protect procedure again. The
password sticks until changed.
