Try this in A5:

=IF(AND(ISNUMBER(A1),ISNUMBER(A2),A1=A2),1,0)

With this, both A1 and A2 have to be numbers as well as being equal, so
0 0 will count as a draw but 1 (or 2) blanks won't.
