Just create a list, in say M1:M31, of

=IF(ROW(M1)<=DAY(DATE(YEAR(TODAY()),MONTH(TODAY()) +1,0)),ROW(M1),"")

and in Data Validation, add a list formula of

=OFFSET($M$1,,,COUNTA($M:$M),1)
