How do I format a cell that isn't protected? HELP!

Has conditional formatting been applied to the cell? Conditional formatting
overrides any corresponding normal formatting, so it if you are attempting
to change the normal format of a cell for which the condition is met, you
would not be able to see the change -- at least, not until the condition
became unmet.
To check for conditional formatting, select one of the cells whose format
you want to change, then click "Format Conditional Formatting...". If
there are no conditional formats, you will see "Cell Value Is" in the first
box, "between" in the second box, and nothing in the last two boxes.
