Select all of the sheets that you want to apply the header to before creating
the header.
Hold down the CTRL key and click each sheet, or select the first sheet, hold
down SHIFT then select last sheet to select all in between.
Now, whatever you do to one sheet, happens to all of them.
Right click the sheet tab and select "Ungroup Sheets" to get back to
editting a single sheet.
