Default Excel should let its worksheets be arranged (tiled) in a workbook

Excel has always had this function so you're mistaken in your statement that

"only open workbooks can be arranged in this way" .

With Sheet1 active, hit WindowNew Window.

Now select Sheet2 and WindowArrangeTiled

Both worksheets 1 and 2 will be visible.

You can do this for as many sheets as you wish.
