Default Help needed please..

I have created a holiday planner and nee help with a formula.

e.g

I have a totals sheet for every Month totaling the holidays that staff wish
to book

and i have created a overall totals page so that we can see how many
holidays we are dealing with each month.

The formula that i need is

There are 104 staff and the agents have booked in total 35 holidays for
january. So i need a formula that when a agent has booked a holday for a
month then i can look at the overall totals for the month and authorise or
decline the holiday

but with in the formula i can not go over 10% of the staff off at one time.

hope this makes sence and would be greatful if anyone could help
