b) =SUMPRODUCT(--ISNUMBER(MATCH(LEFT(A2:A9)+0,{1,2,3,4},0)),B2:B9)

{1,2,3,4} in (b) can be replaced with a range which houses those
digits.

where C2 houses the letter C.
