In my experience, when you have a stand-alone chart sheet like that, the
size of the chart area is tied to the paper size/orientation/margin/etc.
settings from the File-Page Setup dialog. In the Chart tab of the
above mentioned dialog, there are options that will partially unlink
the size of the chart area from the printing area.
