Use Data Sort to sort A1:C75 based on C1.

Since you are using F9, I ass-u-me-d you selected
manual calculation under Tools Options Calculation.

If not (if you still use automatic calculation), you can
simply use Data Sort instead of pressing F9. The
order of C1 will look odd, but A1:B75 will be ordered
randomly, properly paired.
