Default How to count several non-adjacent cells

If it is always every other row for 2004 use

=SUMPRODUCT((MOD(COLUMN(A2:F2),2)=1)*((A2:F2<0.03) +(A2:F20.7)))

for 2005 use

=SUMPRODUCT((MOD(COLUMN(A2:F2),2)=0)*((A2:F2<0.03) +(A2:F20.7)))
