Default Can i move scanned jpeg text to excel spreadsheets

That would depend upon your scanner.

I believe most of them will support OCR.

I've only used a couple of scanners, but they both came with their own OCR
software.

Check with your manufacturer for support.

Also check the 'net for "Textbridge" which seems to be one of the most popular
OCR applications. About US$80.00

If the scanner is not equipped with this software can i install the software
on my pc to accomplish the extraction

I think your scanner would need to have Optical Character Recognition (OCR)
software to extract the text from the image source. I'm not sure it can be
done directly from the JPEG.

Unless, of course, technology took a jump when I wasn't paying attention.
