You must be using Excel 2003 to have these XML functions available.

They are there on my installation of 2003.

You can drag the options to a toolbar by ToolsCustomizeCommandsData. Scroll
down and grab the buttons you want.

OR ToolsCustomize. Check the List Toolbar which has the XML commands.
