You can do that with the following formula =INDIRECT($Z1 & "A3")

Although for your ease you may want to a dummy row with A3 etc in it
and just go =INDIRECT($Z1 & A$1)

Also, you should make sure that the Z dummy column includes the "!" at
the end.
