Don't need to test for TRUE as ISBLANK returns TRUE or FALSE

=NOT(ISBLANK($A1))

=ISBLANK($A1)

Yes, first select your row then in your conditional formatting select
"formula is" from the drop down menu and type:
=ISBLANK($A1)=FALSE
or
=ISBLANK($A1)=TRUE
depending on weather you want the condition to apply when your cell is
blank or non blank.
