Is it greyed out or doesn't it appear?

If it's greyed out, that means excel doesn't see anything to paste.

If it's gone, then maybe you can bring it back by:
hit alt-f11 (to get to the VBE where macros live)
hit ctrl-g (to see the immediate window)
type this and hit enter:
application.CommandBars("cell").Reset

But you could be "breaking" something that a developer did. That developer may
not have wanted you to paste???
