I would try this:

Select the range to fix
edit|replace
what: . (dot)
with: x
replace all

Then edit|replace once more
what: , (comma)
with: . (dot)
replace all

then finally one more edit|replace
what: x
with: (leave blank)
replace all

Then format the cells the way you want.
