=COUNTIF(B5:B33,""&124)-COUNTIF(B5:B33,"="&150)

No need for the '&' bits unless you putting in cell references in place of those
numbers

=COUNTIF(B5:B33,"124")-COUNTIF(B5:B33,"=150")
