I realize this, that's what my post states. I format the cells as a zip code
and the zeroes appear. However if I save it as a .csv, close it and open it,
the zeroes are gone again. I can't send it to my vendor because when he
opens it, the leading zeroes will be missing.

Since posting this I have searched the posts and there are other people
complaining about the same problem. Evidently it's a MS issue.

you first re-open it as a .csv file is Excel is treating them as numbers
instead of zip code's. Select the range and change back to zip code format
and the zero's should re-appear.
