Default Parse error with formula

I am trying to pull data from one sheet to another, I got that to work but wanted to have a 0 for #NA. This is what I got from my research:

=IF(ISNA(Vlookup(A3,IMPORTRANGE("https://docs.google.com/spreadsheets/d/1wCVX8qXvBo_WfSR0NuFai-zXuSjPinmDChn4lKJZ2Cc/edit#gid=961497420","'log.export'!H3:I9"),2,0))"0" ,Vlookup(A3,IMPORTRANGE("https://docs.google.com/spreadsheets/d/1wCVX8qXvBo_WfSR0NuFai-zXuSjPinmDChn4lKJZ2Cc/edit#gid=961497420","'log.export'!H3:I9"),2,0))

I keep getting a parse error. I am not sure what is causing it.
