The formula in F2 only has to be =D2/E2 and the cell formatted as
percentage.

Format the cell as custom, and enter something like

## %

OR

##.# %


The space and the percent sign are TEXTUAL additions ('concatenations')
after the value gets the #.## or whatever formatting.
