Jay,

for a quick one-off solution, make a column of concatenated A and C,
followed by column B, (say in columns D and E),

(in D1 put =A1&C1
in E1 put =B1
and formula copy for the extent of your data)

then in the blank column B put

=vlookup(A1&C1,sheet2!D1:E9999,2,false)
