Which version of Excel?

For xl2003

Select the cell(s) you want conditionally formatted, choose 'Formula
is' and paste this formula:
=AND(MOD(NOW(),1)=$C$4,MOD(NOW(),1)<=$D$5)

set your format and finish.
When the time comes to a flip-over, the sheet will need to be
recalculated for the formatting to change.
