Try...

=SUMPRODUCT(--(A1:A5600=3),--(B1:B5600=1))

or

=SUMPRODUCT(--(A1:A5600=D1),--(B1:B5600=E1))

....where D1 contains your first criterion, such as 3, and E1 contains
your second criterion, such as 1.
