Try

LastRow = .Cells(.Rows.Count, "O").End(xlUp).Row

With .Range("Q1:Q" & LastRow - 1)
.FormulaR1C1 = "=RC15/SUM(R1C15:R" & LastRow & "C15)*Fees"
End With
