Default IF Statement Help

Okay AE350% does work just fine, my bad.

This formula works if

ae3 and af3 are both blank or
ae3 has a value and af3 is blank or
ae3 has a value and af3 has a value

=IF(AND(ISBLANK(AE3),ISBLANK(AF3)),"",IF(AND(AF3<= 660,
AF3<""),"Yes",IF(AE3=50%,"Yes","No")))

it says Yes, when I need it to say No. It is counting AF3 as a 0,
when it is blank. I would also like to have the cell blank when both
