You can call yourself what you like, and you can apply for any job you want.
It is up to the person offering the post to first determine whether your CV
is sufficient to warrant offering you an interview, and second whether your
knowledge and skill-set is good enough to offer you the position.
Even the most experienced can ask for help, I know that I do.
