have you tried using a smaller range than all of columns E:F:

=VLOOKUP(A36&C32,'[Division Raw Data.xls]Adjusted OH by Div'!$E1:$F999,2,FALSE)

(use a row number large enough--but not too large <vbg.)

(untested--I don't think I've ever seen that error while saving a file.)
