I used this formula for Condition 1...

Condition 1 Formula: =OR(A1="-",A1="")

and did not set any formatting for it. I'm not sure what formulas you are
using for your two current conditions; but, for my testing, I used the
following for the other two conditions...

Condition 2 Formula: =A1<85%

Condition 3 Formula: =A1<85%

For these two conditions, set your colors accordingly.
