What if a1 and b1 are found on different rows? Try this

=IF(MATCH(A1,Sheet1!$A$1:$A$10,FALSE)=MATCH(B1,She et1!$B$1:$B$10,FALSE),INDEX(Sheet1!$C$1:$C$10,MATC H(A1,Sheet1!$A$1:$A$10,FALSE),1),"No
match")
