Default Decimal Point Placement

We are using Excel 2003 and a worksheet that is supplied and cells protected.
In certain cells we need to put a figure such as 1.5 however when we do this
it comes out as 115.0. Using the same spreadsheet on my PC it works
correctly - the problem is appearing on my workmate's PC. If he wants 1.5 to
appear he has to enter it as .0015. As the worksheet is protected we are
unable to simply change the formatting of the cell. It must have something
to do with the excel on his PC although when he opens a black worksheet he is
able to enter 1.5 as 1.5. Anyone got any ideas? Thanks
