Try...

=SUMPRODUCT(--('Master Sheet'!$A$2:$A$10000=DATE(2005,4,1)),--('Master
Sheet'!$A$2:$A$10000<=DATE(2005,4,30)))

or

=SUMPRODUCT(--('Master Sheet'!$A$2:$A$10000-DAY('Master
Sheet'!$A$2:$A$10000)+1)=DATE(2005,4,1))
