Default default form behavior

There is no way to change the default value. You could write an add-in with
a command to insert a form with code like

Dim UF As Object
With Application.VBE.ActiveVBProject
Set UF = .VBComponents.Add(vbext_ct_MSForm)
UF.Properties("ShowModal").Value = False
End With
