If I understand correctly, then here's the short answer:
For a commissionable value in A1

This formula calculates the commission:
=SUM((A1/1000{0,6,14})*(A1/1000-{0,6,14})*1000*({15,5,10}/100))

In your example: 18,000 results in commission of 3,700
