What does "nothing" mean? Is Green and Red your Pattern color? So if
N=0, P doesn't matter? In that case, one way:

CF1: Formula is =AND(N=1,ISBLANK(P))
Format1: Patterns/Red

CF2: Formula is =(N=1)
Format2: Patterns/Green
